However, in Vietnam, this activity also faces many challenges in terms of the legal framework.
On the morning of November 21, the International Conference on Mergers and Acquisitions (M&A) in the Healthcare Industry in 2025 took place in Hanoi. This is the first specialized forum in Vietnam focusing on the field of healthcare M&A, organized by Vietnam Medical Legal Consulting Company Limited (Medicallaw) under the media sponsorship of the Health & Life Newspaper (Ministry of Health).
The event gathered more than 150 delegates, including leaders representing the Ministry of Health, Ministry of Finance, Vietnam Federation of Commerce and Industry (VCCI), along with leading experts, financial institutions and prestigious domestic and international investors.

The conference was held to create a forum for open dialogue between management agencies and businesses. The event aimed to remove difficulties, improve the legal framework and promote a transparent and favorable investment environment.
Speaking at the conference, Mr. Nguyen Toan Thang – Deputy Chief of Office of the Ministry of Health emphasized that, looking back at recent years, the Vietnamese health sector is facing a particularly important moment, a new opportunity for integration and development.
This forum is a place for experts to analyze and provide an overview of the M&A market in the healthcare industry, evaluate trends and opportunities in each field to realize opportunities in this field through specific deals. At the same time, the forum is also an opportunity to connect domestic and international investors, creating conditions to promote foreign investment flows into Vietnam.
In that context, M&A becomes one of the strategic tools to help the healthcare ecosystem develop faster, more sustainably, and approach international standards.

However, according to experts at the conference, the development of M&A activities in the healthcare sector in Vietnam is also facing many challenges in terms of the legal framework. The legal corridor for M&A is not yet complete, administrative procedures are still complicated; regulations on corporate governance and asset valuation in the healthcare sector are not yet synchronized, causing many difficulties for M&A deals.

With many years of experience working at the Department of Medical Examination and Treatment Management (Ministry of Health), Associate Professor, Doctor Dang Duc Nhu – Senior Advisor of Medicallaw shares an in-depth perspective from the perspective of domestic health management: “M&A appraisal in the health sector is much more complicated than in other fields, related to practice licenses, professional operation licenses, fire prevention and fighting, environment, senior personnel, good doctors, drug lists, equipment and regulations on health insurance”.
